Toll roads.

Every single passenger vehicle. Every Interstate. Any heavily traveled federal or state highway. Basically, any road that suffers from gridlock during a portion of the weekday I would make a toll road and charge every vehicle with only one person in it.

In addition, I would ban passenger vehicles from the “down town” of major cities. For example, in the case of Minneapolis, north and east of I-94 up to the Mississippi River up to Plymouth Avenue North.

Similar to my gas tax idea, I don’t care if you continue to choose to drive alone. But if you do you are going to subsidize the choice of others to car pool or use alternate forms of transportation.
