This kind of thing would never work.

All it would do is prompt an arms race between school shooters and students.

The students put old thick text books under their desk to use as shields from bullets, the school shooters start using higher caliber rifles to penetrate the text books, the students start using even thicker books, the shooters use bigger guns, etc. etc.

I think it would be a lot easier to develop some kind of strategic defense initiative for schools where, the moment a school shooter is detected, a signal goes out to a pre-positioned ship that is sitting off the shore of the United States. This signal has the coordinates of the school and the ship uses this signal to fire a tomahawk missile at the school. Blamo!

It’s called mutually assured destruction (MAD). It’s a proven strategy. Notice that the U.S. and the Soviet Union never went to war thanks to MAD.

Problem solved. Shooters will think twice about walking into a school and students will think twice about stock piling those old text books.
